You can find webmasters to join your affiliate program right here on the board, but your membership price is a problem.
I'm not sure that paying someone to build and submit feeder sites is going to be a cost effective means of getting traffic.
You have very unique content so maybe you need to be charging a whole lot more money and have an affiliate program.
