Yeah- that becomes more difficult as the people doing the stealing may not be from your own country. And may be 14 years old.
I read an interesting web page on the Shields Up website about hackers and DOS attacks.
The gist I took away from it was that the FBI wouldn't even consider getting involved unless the one who was attacked could prove at least $5000 in damages and there would be very little chance of any criminal charges if the person doing it was a minor.
