I'm not sure what you mean by 'sites that accept submissions'. Basically Link Lists, Directories and TGP's are types of site that accept submissions and each have their scripts to automate the job.
As virgohippy says the scripts you can get vary tremendously and you really get what you pay for. Two names that spring to mind are Gossamer Threads and Dragon Scripts. Both have a good reputation.
