The nice thing about starting a new link list is that you get only a few submissions. You'll be able to spend plenty of time on each, basically teaching yourself how to review. For any submitter whose name I'm unfamiliar with, I usually search for the domain name on the board, check for it at
http://bl.usefulscripts.com/blocked/, I'll view source and peek at metas and look for hidden junk, check the WHOIS and look to see what they're doing on the root of that domain.
