I know what you mean.
Some of these sites seem to be clueless on what is needed to promote them.
The other day I joined a small CCBill sponsor only to find out that their content that was available to promote with contained no nudity at all, not even a nipple.
My CCBill admin is full of sites that I signed up for but never actually used once I saw their lack of anything useful to promote with.
