I guess it depends on what add rotator you're using. I'm using phpAdsNew on some pages with a remote javascript call. I don't think Google can even see it. I ran a spider simulator on the page and it didn't show up.
I would think that if you're using something that the bots can see, and you have enough ads in rotation then it would look like fresh content, but I don't know that for sure.
