Personally I'd keep it where it is, there's a chance any penalty/filter in place will be transferred to the new domain, which being new might even have less of a chance getting thrust back into the top of the results.
But I suppose if you've been waiting for over a year with no luck whatsoever, there's not much to lose. From what I understand, A 301 redirect should transfer all the link 'juice'.
I don't think a reinclusion request will help, as it's included in the index, just not ranking. But I've had no experience in this area.
