Nope, but the effect is kind of the same. Interesting to see that some submitters keep on submitting even said the domain was banned (I guess autosubmitters).
We are going to rebuild all scripts and all sites. We used to have one central server to manage all submissions, the ban list, to check the sites etc. That server got boged down a couple of times recently - let's say weekly. It also got slow to import the submissions to all other servers which are with all different hosts.
Performance was very poor and many submitters got nervous. Proof are many posts on g&j complaining about mysql errors and similar issues.
This decentralizing process will take some time, also the scripting. I had a ban list of 3,000 domains with minor (recips) AND major (redirecting) issues activated a few days ago, all based on older data (from 2005-2008). So in one swift many good submitters may have got hit. Sorry for them, but they soon will enjoy our improved sites.
