If you have a lot of money to spend, then outsource the affiliate program to a management company and let them handle promotion, traffic generation, affiliate relations, etc.
If you're on a low budget, spend at least six months to a year learning the biz, especially focusing on traffic generation, and once you've got your own traffic, then evaluate whether running a paysite or being an affiliate is best for you.
Lots less headaches being an affiliate.
