I think the biggest and probably most important way to get new webmasters to sign up for your affiliate program would be to let them know what it is. Seems simple but I'd say it's pretty important. Then you go from there.

I see that you have posted your program in the Products forum, which is a good start, but I would also as a link to your signature file.
