Did you submitted trades aka hard link trades ?
Trading hard links with other webmasters takes more than just a submitting. If you used trading script like LinkEX then don't worry about anything and you may pull their links off as they probably don't have time to manage their sites and/or reply for your request.
If you talked with webmasters before trading hard links contact them and just ask them what's taking so long.
