Best bet is to start with a hub site like a blog, tgp or link list.
So you just make a page you like and add links to photo sets and videos you like, maybe a certain niche like Hot Girls, Girls with Bigtits or whatever.
Shooting models or local girls means a lot of investment and since you know nothing that would be a BAD idea. You need to learn the terms, what is what and how to generate traffic so if you do build a site with local girls/other models you can get people to it,
