A lot of sites are lax on the template rule but it would be in your best interest to have a new template layout for each day of the month you are planning to sub a freesite. If you are going to submit every day then 30 templates would set you up nicely.
Build a new design every day the first month and then reuse those templates the following months changing and adding designs in future months will keep you going.
If that seems overwhelming then build new design/submit every other day for the first month then reuse those the next month while building new ones inbetween those. At the end of second month you are set.
