In what I've seen in high chargebacks, that usually mean it is from stolen cards and fraudulent accounts. Anyone that has a high chargeback ratio is suspicious and gives off red flags.

What the programer needs to say is whether it is higher the norm for that program. If it is, along with the supposed usernames issue...

The way the programer is handling it, makes them not look good. But the programer may not want to reveal full what they have because it gives away their security and safe guards. You don't give that up.
