Did you call BoA and PayPal to find out why they declined your charges? Some thing simple may have tripped an alert. Or maybe because you are such a good customer they decided to screw with you
I process credit cards all day every day and the only trouble I had was with gift cards (not properly activated) and those weird Citi cards that change security codes several times a year.
