cd34 (Love Him!) came up with the following .htaccess file for me to use:

RewriteEngine on
RewriteCond %{REQUEST_URI} !^/robots.txt$
RewriteCond %{REQUEST_URI} !^/sopa.html$
RewriteRule .* /sopa.html [R=503,L]
