The Shutdown/Debt Ceiling

Was just pondering ... we get bombarded with breaking news about the US senate/congress and their battles about the government shutdown, raising the debt ceiling and all that ...
But, is it actually felt in everyday life? Like is something actually not working/shut down? Or is it just all the foreign DC correspondents caught up in the spin and flooding Europe with news about a few politicians playing games ???
