PR has nothing to do with it. Google dance is when the SERP gets re-ranked. The domain is penalized. Let me give you and example.

Example 1
A site that is listed in google.
If you go to google and type in: www.link-o-rama.com

You will see a link to link-o-rama and a description, which means this site is listed.

Example 2
A site that is not listed in google but is NOT penalized.
Type in any new domain or an unregistered domain such as:
www.blablablaxyz.com

You will see the following:
---------------
Sorry, no information is available for the URL www.blablablaxyz.com

* If the URL is valid, try visiting that web page by clicking on the following link: www.blablablaxyz.com
* Find web pages that contain the term "www.blablablaxyz.com"
---------------

The part where it says "* If the URL is valid, try visiting that web page by clicking on the following link: www.blablablaxyz.com" means that the domain is not listed on google yet google reconizes it as a website and if the URL is valid you and follow the link and visit the website.

Now if you click on where it says "Find web pages that contain the term "www.blablablaxyz.com" you will find no information on the website because it is new and there are no links in or out.

Example 3
A site that is penalized by google.
This site is not mine but given to me to use as an example of a penalized domain.
Go to google and type in:
www.akcfug.org

You will see the following:
---------------
Sorry, no information is available for the URL www.akcfug.org

* Find web pages that contain the term "www.akcfug.org"
---------------

Now you will notice that it doesn't have:
"If the URL is valid, try visiting that web page by clicking on the following link: www.blablablaxyz.com" like the previous example. Which means google doesn't want to link to it.

However if you click on "Find web pages that contain the term "www.akcfug.org"
You will notice thousands of links in and out for that site.

This means that google knows of the website but refuses to recognize it in there database.

Now if you type in www.weeklyfreeporn.com you will notice that there is no "If the URL is valid, try visiting that web page by clicking on the following link: www.weeklyfreeporn.com" which means google refuses to link to that top level domain.

If I am wrong, please prove me wrong. I may be new at running a link list but I have been doing seo for a while and have a few sites listed on top 10 on yahoo and google.
