I'll take a stab at what he may have meant by that. Most search engines cannot navigate past the symbols used in the linking codes. Symbols such as '?' and '='. Sites with dynamic content have always suffered from this since search engines can't find the dynamic pages in order to index them. Google can handle most of it now, so I assume a couple of other large SEs can as well. The scripted toplist became somewhat of a paradox. They were built to help SE ranking, but the SEs couldn't fathom them. Hardcoded toplists will always be more efficient for the spiders, but they are a whole hell of a lot more work.
