To me it didn't look like he was looking for a bunch of advice or criticism on his method.
Anyway, theres nothing wrong with buying links for pr purposes, google frowns upon it but they also say you shouldn't do anything to your site that you wouldn't do if search engines didn't exist.
Of course it doesn't mean everything but a clear benefit to having a high pr is much more frequent visits from the google bot.
