There's a shareware program called mIRC that is one of the old standards. It will nag you lightly if you don't register it after 30 days.

You'll want to practice with it for a few minutes.

It will be at every download archive in the universe.

I've used it so long I don't even know if there is a better freeware program.

there's a freeware archive called nonags.com which will have a freeware IRC client if one is available.
