The problem is the ease of access to our industry, inherent anonymity, and the mindset of webmasters who are not in this for the long haul. Those are honestly the problems.
My own 10 year old daughter can build websites remarkably well. She recently even installed a forum script! Since getting into the industry is so easy, it's only natural that we're getting swamped by new entrants. Since they're not career adult webmasters, they have no fear in breaking the rules.
Tightening legislation will cut down their numbers, but - just like every industry sector - they'll never go away.
