A majority of your submits now were probably programmed last year.
Black list domains... no harm in that.
I add between 3-10 domains a day to the black list, and still only list around 35%.
The Gems you're looking for are Already submitting to you.
Talk to them, get to know them via email, let them have 3-5 sites a day.. etc..
Weed out the rest.
index.23html isn't that hard to blacklist.
