I agree to the extent that they would prefer a large non-CJ TGP1, which is why the site/gallery rules prohibit links to these sites.
However, many CJ's with extremely high % skims are still managing to move considerable traffic and using similar traffic techniques can still work with TGP2's.
Also, I believe a surfer may still prefer a daily updated niche specific non-CJ TGP2, provided it had a fair number of 5 thumb galleries, over a TGP1 CJ with high skimming. And, it would still be bookmarked alongside the hun, for example, if it was a micro-niche.
The key may be to develop extremely focused underpromoted micro niche galleries of 5 thumbs, where 10 or more would be hard to come up with especially in a series, from the larger purchased and sponsor provided content sets and locate relevant sponsors with at least one of those specific types of pics on their tours.
