As far as tgp scripts, there are a lot of good ones both free and paided. I myself use elitetgp from

If you are going to run a thumb perview tgp2 site there is only one or two scripts that will work with having the full size images on HTML pages. I think ComusTgp is one of them.

If you are going to use a trade script on the site, try to keep the skim down to 20% or under going to trades. This helps the productivity and will get you bookmarkers.
And again there are many good scripts around for trading.
Arrow Trader Lite is used a lot.

Ok when your talking about rules I assume you mean for gallery posters. That one is easy because all you need to do is add a small java code to your rule/ submit page and your done. In the event that there is a rules change, your rules will be updated automatically.

As far as Tgp2 Sites themselves there really aren't any rules, just suggestions on the best way to run them.
We have been doing tgp2 going on 3 years now so we have kind of seen what works and what doesn't. But still there just suggestions.
Like keeping skim low if you have to use skim.
Try to only list tgp2 galleries. Stuff like that.
