There is nothing simpler than using Irfanview http://www.irfanview.com for a one-thumb creation.

Small, powerful program, load it in, click "Resize/Resample". Once you know it, which will take less than two minutes, it will take you about 15 seconds. Because it began as a viewer only, need to remember to "save", else it's just doing "it" temporarily.
