Symantec is a market leader and thousands of PCs sold every month ship with Norton.
Norton Internet Security has ad blocking enabled as standard. Most surfers are not even aware of ad blocking and are only concerned about their general security.
These surfers will probably never look at, or adjust their Norton settings.
