Can you look at the actual email source? I'll bet that the attachment is labelled text/plain rather than text/html. That would probably be done upstream -- its a common tactic called defanging mime types.

This is similar to what you will see -- I will bet that the header just prior to the email newsletter is getting set to text/plain on your system rather than the default setting of text/html.
This is typically a mail server issue.
