Problem is that some webmasters are closer to the laws (and law enforcement) of their home country:
I know of a number of German webmasters with fake/fantasy whoIS information because the legislation in Germany requires for all adult content to be behind an Age Verification System. They have very simple systems in Germany where you only enter your EU ID number and in you are - just doesn't work with any overseas ID - so no way a German webmaster can legally participate with an international website. Either break the German laws, risk house search, confiscation of all your computers, and prosecution (happened to the old owner of absolut-series.com before he was forced to sell), or try to hide your tracks at least a little with a fake WhoIS and overseas bank acount for deposits...
Not everything is as black & white as some US citizens like to see it...
