Just how do you know that PR you see on toolbar really is what you see? With no PR updates you are in the dark. PR0 sites can be PR6 in reality, but you wouldn't exchange links with PR0, would you?

I advise you exchange with PR0 sites too, but in this case you have to analyse their backlinks. See what sites link to them and what "potential" PR they have. Then calculate the "probable" PR of a PR0 site.

Almost anyone with at least 1 backlink showing in Google should have at least PR3 IMO
