Buying content is always good yes. But how you promote is important too. Obviously using wording used on the paysite is a good idea. Using similar scenes on the tour is good too.
For example, using hardcore to promote a site that has very little hardcore in the tour is not good. I know it seems obvious but a lot of people do that without really thinking about it.
