Any Experience with Magazine Advertising?

The best way to reach a large pocket of my mainstream company's target audience is through a specific magazine. Reading their media kit's specifications for ads, I am confused by the language they use.

"... can accept advertising in the following Programs: QuarkExpress, Adobe Illustrator, Adobe Indesign, ...." (Who capitalizes 'Programs'?)

Cool, I have Photoshop CS5, so I can send them a PSD.

Later,
"Artwork should be saved as a JPEG, EPS or TIFF whenever possible."
Make up your goddamn mind! Do you want an Adobe-specific format or a generic jpg?

It looks as if they must have created their media kit a long time ago and have never updated it. There are more inconsistencies as well, and I have the feeling I'm going to have to call them, which I will not enjoy. It's bizarre that in today's digital age that they continue to have requirements about certain files needing to be created in Quark, which is such a tiny share of the digital market.

Anyone have any experience with such things? Any tips? Can you clarify what they are attempting to communicate?
