Quick word of advice if you're going to design your own sites: take the couple of days to learn CSS and use it instead of html to format your site
(if you haven't made that decision already)
I worked with megapornlinks.com to turn murray's site from pure html formatting to CSS formatting: 35-65% reduction on page size, which of course translates into quicker build times, lower bandwidth costs and quicker load times for the surfer.

Most blog softwares you use will work with a php generated CSS, so you probably wont get too much in the way of choice there.
I agree with GG tho - simple = good. A well set up css will give you your cool headings, hover texts, consistent color scheme and other such - GL with it
