Scrubbing is....
 Ok, I admit it, I have been at this too long NOT to understand this, BUT I don't!What exactly is scrubbing? If I have money available on my credit card, and I sign up for a membership someplace, a credit card company has the right not to allow the charge or what? And if so, HOW? And better yet, WHY? |confused|
