Question About Toplist

Hi All - I've just setup a toplist (no this is not spam, bear with me) and I've listed it on some of the more select boards (like this one ) in the appropriate area.

My question is this. I obviously want to make as many Webmasters aware of it as possible. To that end I was thinking of sending an email to Webmasters within my niche and just letting them know that the list was there and leave it at that.

Would this be considered spamming or bad etiquet?

I wanted to ask you before I did it as I've already made a couple of innocent fuckups so I don't want to go for a third. You know the way it works, 'Three strikes and your out!'.
