VideoWave 7 - mpeg/wmv files at 15fps

I've read in a couple of articles lately that video for the web needs to be encoded at just 15fps.

But in VideoWave 7 each file type, mpeg-1 or wmv, has only certain fps options that can be selected, all in the range of ~28-30.

I would really like to cut the size of my video files for my members down, but I can't seem to find a way, using VideoWave 7, to encode anywhere near 15 fps.

Any suggestions anyone? Am I using the wrong video editting/encoding software? Or maybe these articles were washed up, or I misunderstood them?

Thanks in advance for any suggestions or information.
