Reputable Opt-In Email Needed

I am looking for a reputable Opt-In Email List provider. I have tried some guys that provided very questionable and poor quality traffic. I used Advanced Promotions twice and it appears that they are using a bot and very old poor quality list. Any quality recommendations would be appreciated.
