doesnt necessarily make them a cheater - they may have just pulled and redirected due to 2257 which most of the LL owners agreed to allowing without banning/blacklisting - Ive already found thousands of sites doing this - as long as they are redirecting(301/302) or 404ing from the outside entrance page I would think it would be ok
