We've designed this Free Site as a trafic generator and are thinking of using it as a basic template. Would we be able to resubmit it say once a week to listings if we changed all the pictures?

I don't think anyone is going to let you submit the same URL each week - you'll be much better off making copies (as well as different templates) in different directories, along the lines of:
http://www.pantyamateur.com/SiteTitle/ http://www.pantyamateur.com/DifferentSiteTitle/ http://www.pantyamateur.com/AnotherSiteTitle/ etc |

Hi Johnathan,
