Possible misuse of content

Background
I have got about 100K of semi-exclusive content that I use on my sites. Semi-exclusive in that it was to be used by three program owners. So I am reviewing an affiliate request, I get to the site and find that almost all the site's content is stuff that I also own. The site does not contain full sets and it appears that the site owner has cropped the images in such a way to remove watermarks.
Statement:
I am not ranting or accusing anyone. I am not even mad at this point.
Question:
How should I tactfully handle this? Would it be appropriate to email the guy and ask him to furnish me proof that he has a license to these images?
Conclusion:
I hope all this speculation proves to be wrong. If it proves correct, I will take action. I have a brother that is a minister and I will ask him to pray for the guy. I will see if I can get Bubba to locate Gabbo and pay the guy a visit. And most certainly, I will let my attorney earn a little money.

I'd go back to the place you bought the content from & let them know about it & handle the problem, if necessary.

By a coincidence, the site owner hit me up on ICQ. I am developing a list of images in question on his site and he says he can provide me with the documentation. I am pulling for the site owner to come out clean in this.

What a frigging mess and waste of time? This could be nasty before it is over.
