IP Question - possible cheater?

So I get a sub from a new submitter, check over the site etc. move on, come across another new submitter, and recip table looks familiar. Looking at the IP #s on submitting, the first 2 sets are the same. ie for example
submitter 1: IP 123.456.*.*
submitter 2: IP 123.456.*.*

The 2 domains subbed to me have totally different whois info etc. and give no reason for me to think they are the same, but the recip tables caused me to look, and the IP #s are similar as I said. Cause for concern or not? I really don't want to post the info here as I may be way off, but any advice on how I can look further into it would be very much appreciated.

OK, a little trickier but the signs are there. The freesite subbed in this post - banner under the exit link = Shelby Bell - Shelby being the submitters name in the previous post. Root of this domain also links to myxxxsecret.com and brittspage.com which is the homepage since 1995 of one Brittany Halford.

And head metas atgain are the same.

I changed mine when ARS got rid of their old BYOT but looks like he has copied that a long time ago and using it now.
