Opinions needed: should I move my blog?

I'm considering moving my blog from a directory on msnaughty.com to a new domain.

The reason I want to do this is to give it a chance with Google. At the moment it's on the last page for pretty much everything. There's a penalty there and I'm fucked if I know how to fix it. I've tweaked it numerous times to no avail.

So the big problem with moving is that I lose a lot of link love. I went into Google analytics and found that there are nearly 15000 links pointing to my blog. Fat lot of good it's doing me.

Actually, every site I registered with Google analytics went to the back of the index, so I'm not registering with them anymore.

I'm thinking that maybe I can move the blog, contact my link partners to change over the links and just start fresh. I know my blog has heaps of relevant content, I work on it nearly every day and it deserves a better ranking. Unfortunately moving will mean I'll lose natural inbound links that aren't exchanges...

But then I've also discovered numerous sites out there that have harvested my pages with no link back...

I've been waiting over a year for Google to move but there's been no change in the bottom-of-the-list ranking since January last year.

Perhaps I should go mad and try a reinclusion request first?

Personally I'd keep it where it is, there's a chance any penalty/filter in place will be transferred to the new domain, which being new might even have less of a chance getting thrust back into the top of the results.

But I suppose if you've been waiting for over a year with no luck whatsoever, there's not much to lose. From what I understand, A 301 redirect should transfer all the link 'juice'.

I don't think a reinclusion request will help, as it's included in the index, just not ranking. But I've had no experience in this area.
