I tried to submit my site today and it said I cant submit twice in 24 hours, but it has been 25 hours, what happened???

It depends on your time zone vs the time zone of the server

It could be that the script has seen your IP in the past 24 hours (some ISP's share IP's) and if that's the case, there's not much I can do about it
