I notice that there is a massive list of approved sites for recips in the T&Cs for ND hostings. It includes Tommy's for example. Does that mean that those sites will accept clean submissions hosted on the ND sponsor's servers?

nope it doesn't mean that - it means following:

you can only submit your galleries/freesites listed on ND server to those sites; if you set up any other link your account may get closed. the reason for this is to prevent abusement of their server/bandwith for other porposes. also notice that only html, jpg and also gif files can be hosted there.

I understand the hosting restrictions, but most of the TGPs and LLs say no free hosting which often includes sponsor hosting. It's not really a biggie for me, but it's always useful to get a domain onto a different IP block.

for my site I can say that it's ok to use nastys freehost for the sites submitted to me
