In the 950 thread there was discussion about the dangers of a reinclusion request.

One of the things we were wondering about was whether a reinclusion request would be harmful to a site because it would attract extra attention.
In a reply to one person's comments Matt says:

If a site has been manually reviewed and has been penalized, those penalties do time out eventually, but the time-out period can be very long.
