Specifically illegal, no, I don't think so. It is my understanding that the models are all over 18. However, most of these "older-young" (or may-september) sites tend to go for the smallest, skinniest, weakest looking "young" person, attempting to play to the pedophiles of the world.
Add to this that many of these sites appear to be the products of very organized groups. A new membership site will appear, and suddenly I will get 10 or 20 VERY similar submits in a 24 hour period from all different domains. They all promote the same site. This continues for about 2 weeks, then they move on to another part of the same niche. They went about 6 months on "drunk moms fucked by young boys" variations.
I have heard some people whisper that these sites are run by parts of russian organized crime, but that would be a really big jump in my mind. I just stay away from these sites.
