1 FS per day rule?

"No more than 1 link request per webmaster per day. "
What this exactly means? What if I submit one FS at 11AM and another tomorrow at 9AM. Another day in my time zone but could be the same day (for example 01AM and 23PM) in your. I don't submit sites every day but sometimes I am not sure what to do, especially if I can't submit later because I'm going out or something like that.

1 day means 24 hours.. so you'll have to stagger your submit times by 15-30 mins... 9:00, next day at 9:30, next day at 10:00 and so on.. time zones are irrelevant, it has to do with time elapsed.

If you're not doing one site every day, you could build one day, submit the next.

Sometime I submit every day but sometime I am very busy with my regular job and cannot submit for a week.

Going to dig deeper for those link lists with some rule like: "2 link request per webmaster per day.". I'm just curious about is there a lot of them and would be worth of effort & content.

IMO, if a site lists you, and sends traffic, it's worth the extra few seconds to submit to 'em.
