Spanish encoding help

Hello all, I'm new here, I'm seeking help in encoding properly a webpage in Spanish.
Special characters like: ó * é won't show on webpage? <--- and from what I see they don't all show here either?
The * was suppose to be the letter n with the - on top.

I inserted in the head tag the following code:
HTML Code:
<meta http-equiv="content-type" content="text/html;charset=utf-8" />
but it still doesn't recognize the Latin letters.
Am I missing something here? Or what am i doing wrong?

Any help here would be appreciated.
