After even closer review, I found 8 people that submitted through proxies set up at 2 different hosting companies. I figured I'd ask them why they needed to do that.

1 replied back and said he was Russian and people didn't accept his sites because he submitted from Russia, so he set up a US proxy. The address in his whois was his american aunt.
2 that usually submit like clockwork, has stoppped submitting.
The rest I haven't heard anything from.
