I'm not from the US.. so I'm really not sure about this..
but I think its true.. I think you are also not allowed to brest-feed your child in public.. women are not allowed top-less on the beach (white boobs all over the US ;-)) ..
Your also not allowed to drink a beer under the age of 21.. but you may purchase fire arms (ok.. not in all states) and drive a car.. There also is no law that a motorcycle rider has to wear a helmet.. kids have to when riding a bike...

strange laws (I'm sure we have some weird ones in austria too)
